This topic should never be politicized. America should be digging to provide an alternative for the masses. Putting all our hopes and dreams on a system that can be overwhelmed or knocked out with an electrical pulse is stupid. How many jobs would digging create? I hate discussing this on any level.

Russia has a way more coherent strategic policy than the US nowadays. It has clearly defined goals for one. For two it has the money to invest into programs that accomplish those goals.
